Decision
The main diagnostic initiative must define shared defaults; parameter files may override only policy-specific values.
Why
Without a single owner for shared defaults, diagnostic behavior can drift when parameter files repeat or replace values inconsistently.
Violations
- A shared diagnostic default is hardcoded in a parameter file instead of the main initiative.
- A parameter file passes an outer-initiative parameter that the child policy does not declare.
- A policy-specific value is omitted or overridden without review.
