An Azure resource counts as single-tenant in Gazelle when Azure Policy names it.
Violations
- Resource treated as single-tenant because it belongs to the tenant rather than because Azure Policy denied cross-tenant replication.
- Cross-tenant replication allowed on a resource that Gazelle treats as single-tenant.
