All landing zones deploy to a single region — the platform owns the region decision.

Why

Without a single region, service parity depends on each engineer's choice rather than a platform default.

Violations

• bicepparam with hardcoded location overrides workflow-injected region.
• Platform region set to a region where GitHub runners VNet integration is unavailable.
