Decision

A landing zone must draw its subscription from the Subscription Bank, and must return it there when sunset rather than cancelling it.

Why

The Azure subscription limit counts cancelled subscriptions the same as active ones, so quota is not released by cancelling.

Violations

• New subscription created while the bank held an available empty one.
• Sunset subscription cancelled rather than returned to the bank.
