VNet address spaces must be allocated by querying live Azure, not by reading an assignment registry.

Why

Without querying live state, address allocations drift and VNets cannot peer.

Violations

• VNet with a manually assigned address space.
• Allocation recorded in a registry file and trusted without a live check.
