Decision

Landing zone provisioning draws from a subscription bank, returning the subscription to it when the landing zone is sunset.

Why

Azure subscription limit (MCA quota) counts cancelled subscriptions the same as active - it never frees up.

Violations

• New subscription created when bank had an available empty subscription.
